Have you heard the term “rig for rescue”? This is when ropes are rigged as a releasable system, so that when a technician becomes a casualty he or she may be hauled or lowered to safety without the need of a rescuer to climb to them. This would usually be achieved by using two descent devices.
If one descent device and one back-up device were used instead of two descent devices, this would NOT be a fail-safe and fully releasable system (eg in the event of the main line failing the back-up device would become loaded).
