In last one FY (2018-19), not 1 or 2, but 227 model ICDS centres have been built in Howrah rural sub-division, the biggest addition in single year.. More about this (FYI: it maybe a long and boring read) Most of social media users especially aspirants of govt entrance exams must have come across many civil servants donating their one month salary for upgrading one ICDS centre or some other collector sending his or her child to ICDS centre as a symbolic gesture. The major reason why these piecemeal measures are mostly related to ICDS and it becomes a newsworthy because this scheme of such a high importance has been the most underfunded, perceived unimportant and is a victim of general apathy. And to put it bluntly, why this has been the case since 1975 (when the scheme started) is a harsh fact in our political economy: Main beneficiaries of the same are not voters in our democracy, so no perceived threat of consequences or public pressure! As a result, major chunk of our future generations are left orphaned right at the start of a beautiful journey. Funds are certainly allocated when a new building of ICDS centre is constructed but grossly inadequate for meeting guidelines of model ICDS centres and sadly no funds for maintenance are provided. To tackle this challenge, now the common practice is to converge different government schems like MGNREGA with ICDS for new construcion but this is not at all a sustainable option and again short of meeting the challenge. Wherever this programme is running well, it's mainly due to individual focus of concerned official and it suffers when an officer replacing him may not have the same zeal for this issue. If any one scheme that needs major public funds, it's ICDS..
