Popayan, one of Colombia’s most sacred sites Popayan is arguably the most important city during Colombia’s Easter celebrations, but is also stunningly beautiful and has a fascinating history. The 481-year-old city is currently the capital of the southwestern Cauca province and located in the Pubenza valley between two of the Andes’ mountain ranges. The city is internationally recognized not just for its breathtaking colonial architecture, but also for its culture. UNESCO, the United Nation’s culture agency, considers the city’s Holy Week tradition an intangible cultural heritage of humanity and has additionally recognized Popayan’s gastronomy as unique in the world. The architecture of the “white City” may not have received this formal recognition, but is widely considered the most beautiful in Colombia. The site where Popayan was founded was a native Colombian settlement until Christmas Eve, 1536 when captain Juan De Ampudia defeated the local inhabitants and occupied the strategic site until the arrival of conquistador Sebastian de Belalcazar a few weeks later. The conquistador previously founded other mayor cities like Cali and Quito. His subordinates immediately embarked on a centuries-long campaign to subject the native people to Spanish rule and the Roman Catholic faith, but with little success. The city and its splendors were nearly destroyed in 1983 when on Maundy Thursday, one of the holiest days of the year for Catholics, a 5.5 magnitude earthquake struck. “The collapse of 448 years of history in just 18 seconds” as one historian put it killed 300 people and left tens of thousands homeless, but also triggered one of the most impressive recovery processes in the history of Colombia. While some of the ruins left by the earthquake are still visible in the city, many of Popayan’s archaeological treasures were restored. Spain hits back at Mexico in row over colonial rights abuses A diplomatic row has broken out between Mexico and Spain after the Mexican president wrote to King Felipe VIdemanding he apologise for crimes committed against Mexico’s indigenous people during the conquest 500 years ago. In a video filmed at the ruins of the indigenous city of Comalcalco, in southern Mexico, Andrés Manuel López Obrador called on Spain and the Vatican to recognise the rights violations committed during the conquest, led by Hernán Cortés. The video was posted on the president’s social media accounts. “There were massacres and oppression. The so-called conquest was waged with the sword and the cross. The remarks came two months after the Spanish prime minister, Pedro Sánchez, made an official visit to Mexico; his government reacted angrily to López Obrador’s letter. “The Spanish government profoundly regrets the publication of the Mexican president’s letter to his majesty the king on 1 March and completely reject its content,” a government statement read. Spain has shown little contrition about its colonial past. Last November, Pablo Casado, the leader of the rightwing Popular party, commented that: “We didn’t colonise, what we did was to make Spain larger.” In recent years, various other countries have faced up to the crimes committed against indigenous people during colonisation. In 2008, the Australian parliament offered a formal apology to indigenous Australians. The Canadian prime minister, Justin Trudeau, has apologised on several occasions to indigenous Canadians. In the US, an apology to Native Americans buried in the middle of a defence appropriations spending bill in 2009. In 1995, Queen Elizabeth II formally apologised for atrocities committed against the Maori Tainui tribe in New Zealand in 1865, and in 2013 the British government expressed “sincere regret”for torture and abuse committed by British colonial officers against Kenyans in the 1950s. IMF backs economic reforms in Ecuador Soaring public debt to finance growing fiscal imbalances has now prompted the government to seek help from the IMF, which is now backing a new economic plan with US$4.2 billion. The plan to cut debt and increase productivity will involve curbing public spending – and almost certainly wage increases, which have outpaced productivity growth. “First and foremost, reining in government spending, particularly through the optimisation of the wage bill, will be important to make Ecuador’s exports more attractive,” Anna Ivanova, the IMF’s mission chief for Ecuador, said in an interviewpublished by the fund. “Moreover, allowing for less rigidity in wages and prices could help support external adjustment. “This can be achieved through policies that remove rigidities in the labour and product markets and in the financial sector.” Encouraging governments to make labour markets more flexible and reforming taxes are standard IMF prescriptions aimed at promoting the growth of businesses. Ivanova said Ecuador has enjoyed a healthy economy supported by the dollarisation regime but its policies have become inconsistent with that as falling oil prices after 2014 and appreciation of the dollar have exposed underlying weaknesses. The government resorted to public debt – which has doubled over the past five years – and international reserves have fallen to low levels. “Since Ecuador uses the US dollar as its currency, it is not able to use exchange rates as a tool to make its exports more competitive in the global market,” Ivanova said. “Therefore, the country will have to rely on policies that allow for internal devaluation instead.” She acknowledged that under previous governments Ecuador had made “substantial gains” in reducing poverty. The Panama Canal Joins Global Industry Alliance to Support Low Carbon Shipping The Panama Canal formally joined the Global Industry Alliance (GIA), a public-private partnership initiative of the International Maritime Organization (IMO) under the framework of the Global Maritime Energy Efficiency Partnership (GloMEEP) Project, which is a Global Environment Facility (GEF)-United Nations Development Program (UNPD)-IMO project comprised of maritime industry leaders working to improve energy efficiency and reduce greenhouse gas (GHG) emissions in international shipping. Panama Canal Administrator Jorge L. Quijano made the announcement today during a signing ceremony inducting the waterway into the GIA at the Panama Maritime World Conference and Exhibition, where IMO Secretary-General Kitack Lim was in attendance. The announcement took place after the Panama Canal signed a letter of agreement on Friday, March 15 officially joining this group of global industry leaders. Launched in June 2017, the GIA is a partnership of 18 leading maritime organizations working together to share their expertise and provide technical input towards the implementation of concrete activities that can support the shipping industry’s transition to a low carbon future. The GIA members aim to do so by identifying and developing innovative solutions that address common barriers to the uptake and implementation of energy efficient technologies and operational measures.
